jQuery migrate is a small javascript which make outdated themes/plugins compatible with the latest jQuery version. If your theme and plugins are up-to-date you probably don’t need to enqueue jQuery migrate.
You can simply turn on Disable jQuery Migrate switch to remove it on frontend.
In WordPress 5.5 jQuery version has been updated. Because of this many themes and plugins are using outdated jQuery version, so probably you will need to use jQuery migrate.
